ADDRESS:On November 29, 2021, the City of Burbank received a Notice of Intent (NOI) to submit an application for a Streamlined Ministerial Approval Process pursuant Government Code Section 65913.4 and a Preliminary Application for a development proposal pursuant to SB 330, The Housing Crisis Act of 2019 (California Government Code Section 65941.1) to construct a 100% affordable multi-family residential building with 337 units at 3000 W. Empire Avenue.
On July 26, 2023 the Community Development Department held a virtual Community Meeting on the SB35 process and requirements, with a focus on the 3 projects along Empire Avenue. Please find a video recording, powerpoint slides, and meeting summary below:

- An NOI Completeness Letter was issued by the City on April 27, 2023.
- On June 23 2023, the City received a formal SB 35 application submittal for a Streamlined Ministerial Design Review, pursuant to Government Code Section 65913.4. City staff is currently in the process of reviewing the application submittal.
